I-94 is actually in Theodore Roosevelt for several miles even has a dedicated vista exit:

For some reason I thought the northeast entrance tip of Badlands boundary followed SD 240 to I-90, it doesn't.

I-90 does not enter Badlands National Park.

I-94 is the southern boundary of parts of Theodore Roosevelt NP, so it is not really "in" a National Park.

Yes, and even has a NPS Vista which is accessible directly from I-94.  It very much clearly is aligned through the park.  You actually travel over I-94 from Medora to get into the south annex.  You could make that same semantic argument about I-40 in Petrified Forest.

I don't know how accurate OSM's boundaries are, but they show I-94 unambiguously entering the park boundaries between exits 25 and 27:

I posted the actual park map above somewhere.  I-94 is decidedly in the park boundary and interacts with it far more than I've seen with other Interstates.

It's too bad that I-90 doesn't enter Badlands since it does appear to have a speed limit of 80 when passing by it!

How about Zion N.P. at I-15 exit 40? OpenStreetMap says the northbound exit ramps, but not the mainline, are in the park. Google Earth shows the park boundary in the median of I-15, so the northbound lanes would be inside the park.

A section of US 101 in Olympic NP is signed for 60 mph. WA 20 in North Cascades and WA 410 both have 55 mph sections in their respective parks.
