It is in fact going to be a SPUI, DOT was having issues with traffic sequencing and whatnot since no one at DOT understands urban highway construction, so they hired a consultant to solve the problem for them.

Did that consultant friend of yours show an understanding of the value of a protected left turn from WB Catron Blvd-WB 16 that a DDI gives the driver? A SPUI at the intersection of 16 and Catron Blvd/Truck 16 sounds quite overdone and silly.

The consultant was only hired to solve the problems with traffic sequencing during construction, the actual design has been finalized for a few years now from my understanding.

SDDOT's never built a DDI where the crossroad is under the "freeway", and the first DDI in the state was only finished last year.

To reinforce this, there are currently six DDI projects across the state (Lacrosse, 1416, Splitrock, Benson, 41st, and 85th) and all of them have the crossroad on the bridge.

It looks like a Continuous Flow Intersection is another option. Which makes me think of Utah and would be a first here.

I'm not sure why a SPUI is "overdone" and "silly" at this intersection?
