There's really not much to go on other than the tracks, which makes me think it may be an old footbridge around 30th st?

Yeah, That is the problem i am having because it looks like a neat bridge, It seems to be an Eyebar Cable stay bridge, you'd expect there to be something out there about it.
Are you sure it's not the South Street viaduct between what's now Franklin Field (didn't get built until 1922) and the river?
If not what DeaconG wrote (that was idea as well), it may well be 34th St next to the zoo.

Makes sense, was trying to place where it could have been.

Plausible that it was N. 40th Street and the bridge was over the Pennsy's Main Line, in this case, behind the Philly Zoo, near Fairmount park.
