This one doesn't count; you must pick the number of a route that serves the previous town/city and follow it to another. US 27 is too far west to go through Clermont, GA, and US 129 is too far northwest to go through Clermont, FL.

They are, but then you immediately play something that you can get to from Clermont, GA, by a single route.  Or put a different way, you can play off a Clermont play in any state as if it came from a Clermont in any other state.

Yes, this is a difficult game.  The rules in the OP were probably a little too restrictive for it to take off like some of the other photo games have.
