OK then - judging by the text, yes. Actually, no, it's still a railroad overpass. Since it's so obvious, I'm inclined to think he means another one, maybe the pair just west of the Fort Pitt Tunnels (both active railroads).

How can they both still be active?  They tore out the tracks for the one closest to the Ft Pitt Tunnels where it travels thru the West End Circle and demolisied the bridge in that area.  Sadly, it means the cats-eye RxR signs were eliminated (at least I think they were) after surviving the West End Circle reconstruction (you can see their shadows in both Google and Bing imagery of after the reconstruction). :(

Based on aerials it appears that tracks are still intact about halfway to the circle, and the main line switch is still in place (in fact there's a siding right where the branch joins the main line). So, barring more recent track removal or the installation of a derail, the line remains as a "useless" spur for storage.
