There is this mobile app game called Intersection Controller which is a sandbox game where you can build roads however you want.
This is an example of an Interchange I'm currently working on. Yes, there are lots of missing connections, and looks like a mess.

There was a card game I played as a kid that was plumbing-based and you had to match elbows to couplings and so on. Sounds like that.
