I've seen pickups on LSD within the last year, so that sounds like a very lightly enforced law
The semis can use Lake Shore Dr from I-55 going south but then are redirected to the Ryan via 31st and 57th St. They are strictly enforced north of I-55 to Hollywood Blvd.
