The latter includes stationary boats, like the Queen Mary docked in Long Beach CA, and the U.S.S. Missouri in the Pearl Harbor naval base. In both CA and HI, I've been on both moving boats (auto and/or passenger ferries) and stationary boats.

Yeah, I remember going on a tour of USS Constitution docked in Baltimore's Inner Harbor, and I think that's the floating vessel I'd ever boarded in Maryland.
