Are there any open source mapping programs out there? Not looking for GIS, but something like Streets and Trips.

KDE's Marble seems like what you're looking for. I think it still downloads data (e.g. OSM) over the Internet. I'm not sure if there's anything that doesn't these days; it's simply more efficient to download data from a server as it's needed that to push out massive data updates.

I poorly worded that question. Marble looks awesome. Am installing it now.

I downloaded Marble. It's not capable of doing anything except crash.
Might as well face it, pooing is cool
