To control the angle of visibility of the stop sign. This is often used in Illinois where a road intersects another at an acute angle. It's meant to keep drivers on the thru route from seeing the sign and stopping at the intersection.

At intersections that meet at a sharp angle, a stop sign will be intended for a certain approach; for example, consider a north-south road intersecting a side road coming in from the southeast. The boxes prevent traffic on other approaches from seeing the stop letters so they know it isn't meant for them.  So in my example, if the traffic from the southeast is meant to stop, the boxes prevent traffic on the south approach from also seeing the "STOP" message.  I hope that made sense.

It's done with traffic signals as well for the same reason. In this example, the "dead" ones are just signals that are purposely not seen by this traffic: https://goo.gl/maps/sta5KHijf812

Ah, so just like traffic light louvers. I've never seen something like that on stop signs, sorry for going off topic if it bothered anyone.
