It's been a few years since I've been through there. What could possibly merit traffic signals at that location? Does the hospital there generate that much traffic? (I'm guessing this at one of the off-ramps from I-64).

It is indeed an off-ramp from I-64. In addition to the hospital (which serves both Covington and Clifton Forge, and is a mid-sized 100+-bed hospital), something is being built on the north side of the interchange that might generate additional traffic when it opens.
