New York State Vision Zero (April Fools)

Breaking news!

As part of the New York state budget agreement, Governor Kathy Hochul is announcing that New York is adopting Vision Zero at the statewide level.  Remarking "here in New York, we don't do anything half way - we go all the way and beyond, giving it our 110%", Governor Hochul noted that "our roads and highways are extremely dangerous not only for vehicles, but for people on foot and bicycle as well" and that "it is shameful that some in the legislature would raise our already sky high speed limits even higher", she outlined a plan that not only will improve safety for all road users, but bring New York closer to fulfilling its climate goals with reduced emissions and energy usage.  These measures include:

-Effective immediately, the speed limit shall be reduced by 10 mph on all roads and highways in the entire state.  However, in the spirit of fairness, enforcement will continue to enforce what is on the sign until such time as the signs are changed.

-There will be a statewide speed limit of 55 on interstates, the Thruway, and other freeways and 40 in densely populated areas (any census-defined urban area or municipality with a population greater than 50,000) and parks.  For surface roads, the limit is capped at 40, 30 in developed areas or any municipality with a population greater than 10,000, and 20 in parks, incorporated cities and villages, and any municipality with a population greater than 50,000.  Speed limits still in excess of this after the 10 mph reduction shall be reduced into compliance.

-Work zone speed limits shall be 20 mph below the regular speed limit or 5 mph, whichever is more.

-There shall have no further restrictions on speed limits and the ability to change speed limits other than defined above so long as safety is maintained.  This will enable municipalities and NYSDOT to post lower speed limits as needed.

-Vehicle speeds shall be strictly enforced so as to ensure the safety of all users.  Speed cameras shall be installed across the state as needed to achieve this, with zero tolerance for speeding.

What about the roads with less than 10 MPH speed limits?

What about the roads with less than 10 MPH speed limits?
If I remember correctly, speed limit on public roads should be 25+ except for school zones. Not that other rule is followed, but I assume those limits are not enforceable

Currently, it's not legal to post a speed limit below 25 in NYS outside of school zones, though there is currently a bill that would allow NYC to post lower limits (the citywide limit could be lowered to 20, linear limits would have no lower bound).  The only 10 mph sign I can recall is here, and that is not a public road per RIS.  This 15 mph sign, on the other hand...

The only 5 mph zone I can think of is in a parking lot.  The Thruway E-ZPass lanes used to be posted at that, but the booths are gone.

So, the goal is to have enough people fuck in cars, buses, trains and on bicycles so that the population increases by 10%?
