IIRC, this was to have been a part of I-484. It's sort of Hartford's version of Sam Cooper Boulevard since the only thing that prevented its completion was a large city park (in this case, Bushnell Park, which is also where the State Capitol is located). The western junction on I-84 was also built with a stub ramp that was meant to connect to I-484, which may explain said ramp's eventual connection to Capitol Avenue instead (probably because the state still wanted to make some use for it after the expressway project was cancelled).

The oddity here is the set of five unrelated exits in East Hartford numbered 5, 5A, 5B, 5C, and 5D. Exit numbers were posted along this stretch in early 1976. DOT engineer Walter Coughlin told the Hartford Courant that the planned I-86 (former I-491) connector would have displaced enough interchanges on Route 2 that they could have been numbered sequentially without letter suffixes.

I remember the tobacco sheds that could be seen from 84/86 before the great widening and the opening of the JC Penney distribution center.
