Lighting in Holland vs Lincoln Tunnels

I noticed that the lighting in both Hudson River Tunnels is different. Even before the LEDs were inserted in all three Lincoln Tunnel tubes, the north and center used candescent lighting while the south tube used fluorescent tubes. That's because the south tube opened to traffic in 1957 after the tube lights were introduced while the other two older tubes were opened before those lighting fixtures were introduced.

Yet the Holland Tunnel as far as I have seen have always use fluorescent lighting. I always assumed that originally the Holland Tunnel had candescent lighting but somewhere in time they replaced it with more modern lighting.

However sometime in the 1990's is when the PANYNJ ( the same government Bureaucracy that operates the Holland Tunnel) replaced all lighting in all three Lincoln tubes to be what it is today. Yet they kept the Holland still with the fluorescent lighting and didn't bother to upgrade to the times like its sister tunnel.

Even NYC changed the lighting in both the Carey and Queens- Midtown Tunnels from mercury vapor lights to more of the times.  Plus many other tunnels in the US have abandoned the old fluorescent tubes to be more cost efficient. 

Why didn't the Port Authority change the Holland Tunnel especially being they changed the Lincoln Tunnel lighting?

There are lots of possibilities. One is that the PA is spending their money on other more important projects like the major construction  at JFK and EWR Airports. Or maybe they're just waiting for the Holland Tunnel lighting to deteriorate with age and then do a timely major replacement.

Re: the fluorescent lighting in the South Tube of the Lincoln Tunnel, you had to be a kid like I was in the late 1950's riding thru that beautiful new tube to appreciate the then totally modern fluorescent lighting. And originally it was on both walls too so it was super bright in there, not just one wall like in later years if I remember right.
