^Thanks! That's the most concrete info I've seen regarding phases three and four. Approval to proceed with those two phases is expected in May 2019.

I drove through the ROC area Saturday and into Greece from I-490, there was a ton of work going on. I have never driven on this NY 390 highway until now, so I don't know what it looked like before. However, they were putting up sound barriers and doing major roadwork. What's happening?

Quite a lot is - and will be - happening, as has been mentioned upthread. Most of the construction work you would have seen is part of Phase 2, which involves:
(1) New NB and WB off-ramps to Lyell Ave (complete)
(2) New on-ramp from Lyell Ave to NY 390 NB (in progress)
(3) Widening NY 390 in both directions from Lyell to Lexington (in progress)
(4) Reconfiguring of the northbound lanes approaching I-490 - current exit only lane becomes a thru lane and vice versa (in progress)

Here is the full plan for this interchange. Phase 1 (the bridges) will be complete this spring. There's no schedule available for Phases 2-4, but based on my observation, Phase 2 (390 Northbound) seems to be well underway.

This project is progressing quite nicely. Substantial work has been done on the new southbound roadway, some of which is even visible in Street View. A lot of clearing work has also been done to make way for new sound walls, mostly on the western half of the interchange. This has really changed the character of I-490 west of the interchange: compare this to this (and it's different again now with the sound walls installed).

The new flyover that carries 390 southbound over 490 opened last Friday.

Wow, I hadn't heard that! I was in that area last week and the new signs on the approach were installed, but covered up with black tarps.

Could tell it was close, but was expecting a few more weeks at least.

Well, that escalated quickly. I had a bit of extra time this evening, so I went from not knowing the new flyover was open to driving over it in a matter of less than two hours! Here's a few photos (sorry in advance for the low image quality)...

I must have been mixing it up with the Can of Worms, which has little in the way of control cities. The same with some of the signs for the 590/104 interchange.

A little late, but just for the record, this project is officially complete! It seems to be functioning really well, especially on NY 390 southbound where AM congestion now markedly better than NY 590 southbound, which wasn't the case before. And the interchange as a whole is essentially future-proofed now, I can't imagine any more improvements being needed for a long time, except maybe 8 lanes on I-490 from I-390 to NY 531, but that's pretty trivial in the big picture.

For anyone that hasn't driven through the project area since completion, there's now Street View of the new I-390 SB flyover and adjacent ramps (from June 2022).

Along with other new stuff like Adventure Place downtown.
