I read the title as 'county' for a few seconds, until I saw the section this thread was posted in.

Bangladesh's first expressway opened last year, according to this article, though I don't see it on Google Maps.

I'm guessing full freeway. Those words often are used interchangeability in mainstream usage (obviously, there's a difference on this forum), but the article did define an expressway as a highway designed for fast traffic, with controlled access. That is categorized as a freeway here.

Controlled access doesn't necessarily mean freeway.  It just means no driveways.

Those pictures leave it ambiguous, but the narrowness of the road plus the sidewalks on the bridge make me think "not freeway".

The article says it has service roads. This portion, at least, definitely looks like a freeway:

There can be sidewalks on freeways.

Egypt and Nigeria. Brazil has a pretty good network.

Egypt has built a huge freeway system in recent years. There are many 6 - 10 lane freeways in the northeast now. Cairo has three beltways, the longest being 367 kilometers (228 mi) long.

North Korea has freeways.  Not nearly as many as South Korea, but they have them.

The D.R. Congo has a population of 99 million and no freeways. In fact they only have 3,300 km (2,000 mi) of paved roads, no other country comes close with population / paved road ratio. West Africa has improved substantially on this indicator over the past 15 years.

The next largest country with no freeways is Tanzania (pop 61M). Dar es Salaam has some flyovers, but no roads that could be considered bona fide freeways.

The smallest country with freeways (or at least some controlled-access highways) is probably Iceland. Iceland doesn't have formal motorways, but they do have some controlled-access divided highways with at least four lanes.

The next smallest country with a bona fide motorway is Montenegro, followed by Luxembourg, which is the smallest country to have an actual network of motorways (156 km, six separate routes).

No, it does not seem to me that Luxembourg's freeways use any sort of grid.

I don't believe the Bahamas has any freeways.
