From the looks of it, it's probably in some housing development where the developers got "cute" to match the color scheme of the development.

Yes, sometimes developments and private business use nonstandard road signs to fit some sort of theme.  I think I've seen a green on white stop sign.

From the URL you provided: "Only on private property, Chris, like mall parking lots. State law prohibits private signage visible from public streets from copying standard road signs (i.e. no "Lockergnome Street" signs on your house). Blue is an odd choice, though, I admit.
