I'd go as late as possible because weather can be unpredictable in that part of the country

Would it be safer to take  US16  at Greybull WY and keep it till it reaches I90 at Buffalo WY ?

I can tell you that US-16 is one of the most beautiful drives in the country and also highly recommended for motorcycle travel. I don't know that 14 will cause you any trouble, but I do know that US-16 is definitely my preferred Yellowstone to Rushmore route. I'd actually recommend it because the drive from Worland to Buffalo is pure awesome
