Non US control cities

I know I-5 in Seattle has a NB control city of Vancouver, BC (along with Everett and Bellingham in some areas) but I can't recall if the southern end of I-5 uses Tijuana as a control city. I think the signs I saw in downtown SD used Chula Vista?

Are there other highways that use foreign control cities? Do 69 and 94 in Michigan use Toronto?

No 69 and 94 in Michigan use Canada as does 96 in Detroit.

Michigan signs say "Canada".  I guess it's up to you where you go once you cross the bridge.

Edit:  Sniped.  In addition to those listed above, I-75 in SSM has "Canada" as well.

I-29 has Winnipeg north of Grand Forks. Not sure if I-15 has either Lethbridge or Calgary north of Great Falls, someone else can confirm?

I-81 in northern New York has some signs that say "Canada."

I-87 uses Montreal.

Either I-89 or I-91 uses Sherbrooke.

89 uses Montreal in a couple spots, most notably on US 2 in Colchester.  The last control BGS's for I-91 are on US 2 and they use Newport.  The LGS's from Newport north use "Canada" 

I-95 uses "New Brunswick Canada" in Houlton for the northbound entrance from US 1.

I-190 in NY uses "Canada" (although I wish they'd use Toronto)

Monterrey, Mex

Not sure if this counts.  Monterrey is about 180 miles away at this point, and this sign directs traffic bound for that city to bypass Laredo.

Shelby first then Lethbridge which is in Alberta so I'm surprised they don't mention that too since it's 60 miles into Canada.

It's a MDOT thing to put Canada as the control city near the borders they all have them but it would make more sense if they have Windsor in Detroit and Sarnia in Port Huron, both are large enough cities right on the border and would let you know that you are heading to Canada anyway. Since you are in Sault Ste. Marie, Michigan it would be confusing to put Sault Ste. Marie for the Ontario city up there so that one can remain Canada for all I care.

I-190 uses Niagara Falls. Of course they mean the one in NY, but it's at least conceivable to interpret it as Niagara Falls, ON, which is the much more popular and renowned destination.

It's been a while since I've been on I-91. I see on Street View that they've replaced a lot of signs and that the bilingual BGSs I remember (several that said "VOIE DROITE" in addition to "RIGHT LANE," for example) have been replaced.

Pretty much all of the interstates that heads towards Mexico except I-5 terminates shortly at some surface road before reaching the border checkpoints, and all of them cross at a notable border town in the US. Tijuana for I-5 has been mentioned already. You can make a case for Nogales on I-19 too, as the Mexican city of that name is larger than its Arizona counterpart.

I believe the control city for southbound I-19 in Nogales is "Intl Border", correct?
