Philippine expressway system

Forgive my ignorance on matters related to the Philippines, but as I look at some of these pictures, it seems that all of the highway signs are in English and apparently English only.  Isn't the native Filipino language more commonly spoken than English?  Why aren't there more signs in Filipino or at least bilingual English/Filipino signs?

The "Motorsiklo" signs along EDSA are in Tagalog but yeah that is absolutely noticeable.

English is prevalent enough in the Philippines that my guess is that they are attempting to go for international signage standards, where some of the words are going to be the same in English and Tagalog (i.e. exit, km).  Some filipino English quirks can be seen in the location signs (i.e. "You are now in San Juan River" on SS3)

The new Skyway overhead signage San Miguel Corporation has installed between NAIAX and Nagtahan all are to modern Interstate standards, but north of there it is still mostly small pole-mounted stuff that will eventually be hard to read once fully freeway speeds of 80km/50 MPH are allowed in Stage 3.

Technically Philippines is a multilingual country I know in some areas of Clark I seen some streets have their signs in Korean due to the number of immigrants from South Korea are in the Pampanga area. Yes the official language is Tagalog but there are others such as Ilocano, Kapampangan, Bicolano,  Visayan in other parts of the country.

Skyway Stage 3 ordered to be closed indefinitely by the TRB starting March 16th, until all ramps are completed (I presume this means Sgt. Rivera, Nagtahan, Plaza Dilao junctions and the Landargun/E. Rodriguez and Quirino onramps and not the Tomas Claudio/NLEX Connector interchange)

You're not wrong!  I've seen quite a few Youtube videos of Skyway Stage 3 since it opened in late december and it feels like most folks are in the 70-75 KPH range (though SMC is trying to enforce the limits more strictly with CCTV cameras, and with patrolling around the Quezon Avenue exit).

Having said that, 37 MPH on this highway is still an improvement over the traditional gridlock along the EDSA ring road.  From my trips to the Philippines I do get the sense that the average driver on the expressways out goes a little slower than say here in California.

In PH two-lane roads are probably closer to 60 KPH/37 MPH in general (rather than California's standard 55 MPH), and multi-lane boulevards that would be 40 MPH in the US are probably closer to 30 MPH or less in Metro Manila.
