PennDOT - District 5 News: PennDOT Previews 2024 Construction in the Allentown-Based PennDOT Region

Today, the Pennsylvania Department of Transportation (PennDOT) District 5 highlighted projects anticipated to begin this year in Berks, Carbon, Lehigh, Monroe, Northampton, and Schuylkill counties. Governor Josh Shapiro's commitment to delivering safe highways and bridges across the Commonwealth remains a top priority. These investments support the Shapiro Administration's vision of a safe and reliable transportation network that connects Pennsylvanians to greater opportunity.

The Department anticipates investing more than $1.3 billion this year in the region's infrastructure. There are 78 projects anticipated to start during the 2024 construction season with an estimated value of over $375 million, and 105 projects with a contract value of over $1 billion are currently active.

Governor Shapiro's 2023-24 budget  secured $125 million to fully leverage federal Bipartisan Infrastructure Law (BIL) investments and improve Pennsylvania's roads and bridges. The investment is made possible by decoupling Pennsylvania State Police funding from the Motor License Fund and is the first year of the Governor's four-year proposal to invest an additional $1.25 billion in the state's infrastructure. Statewide in 2023, 684 bridges went out for bid to be repaired, replaced, or preserved and 7,011 roadway miles were improved by department or partner crews.

Overall highlights in the 2024 construction season for District 5 include:
•   1,155 miles of roadway improvements.
•   157 bridges will be addressed.
•   299 miles of seal coating.
•   632 miles of crack sealing.

The event was held near one of the projects that recently began, the Route 61 Frackville to St. Clair Improvement Project in Schuylkill County. The over $115 million project is partially funded by a $21 million federal Infrastructure for Rebuilding America (INFRA) grant.

The Route 61 project includes full depth pavement reconstruction, safety improvements including realignment of several substandard curves, heavy excavation, intersection upgrades at Darkwater Road, wider shoulders, reconstruction and/or rehabilitation of eight culverts and four retaining walls, a bridge, slope stabilization, message boards, sign structures, ADA curb ramps and miscellaneous construction.

The project also includes upgrading the Route 61 intersection with Darkwater Road in New Castle Township. This intersection will be widened, turning lanes will be added, and a traffic signal will be added.
 
"The Route 61 Improvement Project is a top priority for PennDOT and the people of Schuylkill County," District Executive Chris Kufro said. "PennDOT will continue to manage state and federal transportation dollars to improve safety and mobility in east central Pennsylvania."

Notable projects that will continue this year include:

Berks County
•   Reconstructing and widening I-78, including rehabilitating the bridge over the Schuylkill River and upgrading the Route 61 interchange, in Tilden Township and Hamburg Borough, Berks County, $132.2 million.
•   Project to improve I-78 including patching, milling, and paving in Bethel, Upper Bern and Upper Tulpehocken townships, Berks County, $17.75 million.
•   Milling, patching, paving, bridge repairs and guiderail replacement on Route 12 in City of Reading, Wyomissing Borough, and Spring Township, Berks County, $9.28 million;
•   Intersection improvements at Routes 12 and 73 in Ruscombmanor Township, Berks County, $5.5 million;
•   Replacing Weavertown Road Bridge in Amity Township, Berks County, $4.2 million.

Carbon County
•   Reconstructing and widening Route 443 in Lehighton Borough and Mahoning Township, Carbon County, $21.2 million.

Lehigh County
•   Project to improve I-78 including patching, milling, paving, safety barrier, and drainage improvements in Lehigh County, $13.4 million.
•   Intersection and roadway improvements on Race Street in Catasauqua Borough, Lehigh County, $10.2 million.
•   Traffic signal improvements on Route 145/MacArthur Road in Whitehall Township, Lehigh County, $5.8 million.
•   Milling and paving Route 145 in North Whitehall Township, Lehigh County, $4.8 million.
•   Traffic signal improvements on Route 29 in Salisbury Township, Lehigh County, $3.3 million.

Monroe County
•   Realigning and reconstructing the Exit 308/Prospect Street interchange on I-80 in East Stroudsburg Borough, Monroe County, $93.8 million.
•   Intersection widening and realignment at Routes 209 and 115 in Chestnuthill Township, Monroe County, $18.7 million.
•   Milling and paving Route 611 in Hamilton, Pocono, and Stroud townships, Monroe County, $2.44 million.
•   Milling and paving U.S. 209 in Middle Smithfield and Smithfield townships, Monroe County, $2.25 million.

Northampton County
•   Milling and paving U.S. 22 in Wilson Borough, Bethlehem and Palmer townships and Route 33 in Bethlehem and Palmer townships, Northampton County, $17 million.
•   Milling, paving and traffic signal upgrades on Linden Street in City of Bethlehem and Bethlehem Township, Northampton County, $5.93 million.
•   Milling and paving Route 191 in Bangor Borough, Plainfield and Upper Nazareth townships, Northampton County, $3 million.

(For PA 215)  PennDOT - District 1 News: Road Closures Scheduled for Railroad Work in Erie County

Sections of Route 215 in Springfield Township and Dutch Road (Route 4007) in Fairview Township, Erie County will soon be temporarily closed to through traffic to allow for railroad work.

Dutch Road will be closed from May 6 to May 8, 2024, as NS Transportation repairs to the railroad crossing located between Route 5 and Route 20. A detour will be posted using Route 5, Route 20, and Route 98.

Route 215 will be closed from May 15 to May 17, 2024, to allow NS Transportation to work on the railroad crossing near the intersection of Happy Valley Road and Route 215. A detour will be posted using Route 5 and Route 20.

PennDOT - District 10 News: Date Change for Upcoming Traffic Restrictions for the Portersville Bridge Replacement Project in Muddy Creek Township, Butler County

�Indiana, PA – The Pennsylvania Department of Transportation (PennDOT) is announcing a change of date for upcoming lane restrictions and ramp closures on Interstate 79 Northbound and Southbound in Muddy Creek Township, Butler County as crews continue work on the Portersville Bridge Project.

Due to anticipated weekend weather, the originally announced closures for May 8 through 10, 2024, are being changed to May 13 and May 14, 2024.

On May 13 and 14, all ramps northbound and southbound on Interstate 79 will be closed. There will still be single lane with flagging on May 8, 13 and 14 on Route 488.

One-lane traffic will be maintained on Route 488 through the project as part of the detour route. To detour, motorists travelling North on Interstate 79 should exit at Exit 99/Butler-New Castle and travel on Route 422 Westbound to Route 19 Southbound to Route 488 Eastbound.  Interstate 79 Southbound to Route 488 motorists should take Exit 99/Butler-New Castle to Route 422 Westbound to Route 19 Southbound to Route 488 Eastbound.  Route 488 traffic to Interstate 79 will travel Route 488 Eastbound to Route 19 Northbound to Route 422 Eastbound to Interstate 79. Detour Signs will be posted. Work is weather dependent.

J.F. Shea Construction, Inc. of Mt. Pleasant, PA, will be completing this $6.3 million bridge replacement project.  The anticipated completion date is June 2024. The existing bridge will be replaced with a two-span, steel bridge.

(For PA 50)  PennDOT - District 11 News: Route 50 Washington Pike Daily Traffic Stoppages Begin Wednesday in Collier Township

�Pittsburgh, PA – PennDOT District 11 is announcing daily intermittent traffic stoppages on Route 50 (Washington Pike) in Collier Township, Allegheny County beginning Wednesday, May 8 weather permitting.

Intermittent traffic stoppages of 15 minutes or less will occur on Route 50 in both directions at the I-79 interchange between Winstein Street and Vanadium Road for utility relocation work between 9 a.m. and 3:30 p.m. each weekday through Wednesday, May 15. This work will require traffic stoppages in all directions at the intersection multiple times each day to allow crews to safely relocate lines across the roadway. Flaggers will assist motorists through the work zone.

Please use caution when driving through the area. Work zone safety is everyone's responsibility.

Work on this $5.61 million widening project began in November 2022. Work in 2024 will include roadway widening to accommodate exclusive left turn lanes at the Washington Pike (Route 50) intersection with Vanadium Road. Additionally, the Washington Pike and Vanadium Road intersection will be modified to a standard plus intersection, eliminating the existing dual driveways at Eat'n Park. The restaurant will be relocated further back from the roadway to allow for the roadway widening and intersection improvements. Other work includes new sidewalks, updated ADA curb ramps, traffic signal upgrades, signing and pavement marking updates, drainage guide rail work, and other miscellaneous construction. Motorists will see single-lane restrictions with one lane of traffic maintained in each direction at all times. The turn lane and other modifications at the Vanadium Road intersection are expected to help alleviate congestion in this area. The overall project is anticipated to conclude in late 2024.

Pittsburgh, PA – PennDOT District 11 is announcing the 10-day closure of the ramp carrying traffic from Route 51 (Coraopolis Road) to northbound I-79 in Robinson Township, Allegheny County will begin, Friday, May 10 through Tuesday, May 21 weather permitting.

The ramp carrying traffic from Route 51 to northbound I-79 will close to traffic from 7 p.m. Friday night through 6 a.m. Tuesday, May 21 to allow crews to conduct ramp reconstruction work. Ramp traffic will be detoured. Please use caution when traveling through the work zone.

PennDOT - District 3 News: Bridge Preservation Project to Close the Watsontown River Bridge in Union and Northumberland Counties

Montoursville, PA – Motorists are advised that beginning next week the Watsontown River Bridge, which carries Route 1010 (Brimmer Avenue) over the West Branch Susquehanna River in Union and Northumberland counties will be closed for a bridge preservation project.

On Monday, May 13, 2024 through Sunday, June 12, 2024, Brimmer Avenue will be closed between Route 15 in White Deer Township, Union County and Elm Street / Canal Street in Watsontown Borough, Northumberland County, while the contractor, Ram Services, Inc., begins bridge patching. Additional work on this project includes placement of an epoxy overlay and milling and paving of the bridge approaches.

A detour using Route 44 / 405 (Main Street), Route 44, and Route 15 will be in place for 35 days.

RAM Services of Michigan is the prime contractor for this $ 4.3 million bridge preservation project. Work on this project includes patching the deck, waterproofing the barriers, preserving the deck with an epoxy overlay, and paving the bridge approaches. Additional work on this project includes preservation of the bridges that carry roads over the West Branch Susquehanna River, Interstate 80 eastbound and westbound in Northumberland County and Route 45 (Lewisburg River Bridge), and Route 642 (Milton River Bridge) in Northumberland and Union counties.

�Montoursville, PA – Motorists are advised that a bridge preservation project will continue this week on Route 642 in West Milton, Union County and Milton Borough, Northumberland County.

On Friday, May 10, 2024 at 7:00 PM through Monday, May 13, 2024 at 6:00 AM, Route 642 eastbound will be closed between Route 15 in Union County and Route 642 in Milton Borough, Northumberland County while the contractor, RAM Services of Michigan, continues preservation work on the bridge that carries Route 642 over the West Branch Susquehanna River between West Milton and Milton.

Traffic Impact

Motorists traveling Route 642 eastbound (West Milton to Milton) will be detoured using Route 15 north, Interstate 80 east, Route 147 south, Route 642.
Motorists traveling Route 642 westbound (Milton to West Milton) will be maintained in the work zone.
Weekend detours are to be expected for the next 10 weekends.

King of Prussia, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that stormwater improvements are planned next week on Boot Road in West Whiteland and West Goshen townships, Chester County, under a $14.9 million project to upgrade stormwater management facilities on more than 90 state highways across the five-county Philadelphia region.

Motorists are advised of the following travel restriction:

Monday, May 20, through Friday, May 31, from 9:00 AM to 3:00 PM, Boot Road will be closed weekdays between King Road and Ship Road. During the closure, motorists are directed to use King Road and Ship Road.
Drivers are advised to allow extra time when traveling near the work area because backups and delays will occur. Local access will be maintained. The schedule is weather dependent.

Highway Materials, Inc. of Flourtown, Montgomery County, is the general contractor on this project, which is financed with 100 percent state funds.

(For PA 441)  PennDOT - District 8 News: PennDOT Announces Online Plans Display for Route 441 Eisenhower Boulevard Pedestrian Safety Improvement Project in Swatara Township, Dauphin County

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) Engineering District 8-0 invites the public to an online plan display regarding pedestrian safety upgrades to Route 441 (Eisenhower Blvd) in Swatara Township, Dauphin County.

The purpose of the project is to provide safer pedestrian access along the Route 441 (Eisenhower Blvd) corridor between Highland Street and Lindle Road. The proposed work will install new sidewalks on both sides of Route 441 along with ADA curb ramps, including ADA curb ramps at driveways, pedestrian signals, and crosswalks at the intersections. The project will also mill and pave the existing pavement and provide new pavement markings. The new pavement markings will allow for bike lanes in both directions. Street lighting will also be installed along both sides of the road.

Construction is estimated to take place in the 2025 construction season. Traffic will be maintained throughout the duration of the project via staged short-term construction. Driveway access will be maintained at all times during construction to businesses along this section of Route 441. The acquisition of temporary construction easements or required right of way will not be required for this project as the existing legal right of way is wide enough to accommodate all necessary upgrades.

(For US 19)  PennDOT - District 12 News: Route 19 Mount Morris Road Slide Repair Begins Monday in Greene County

Uniontown, PA – Pennsylvania Department of Transportation (PennDOT) District 12 is announcing that a portion of Route 19 (Mount Morris Road) will close Monday, May 13, between Gordon Hill Road and Route 513 (Tower Hill Road) in Whiteley Township, Greene County.

The emergency closure is anticipated through mid-June depending on weather and operations. Crews from Gulisek Construction will be conducting slide repair work that includes an engineered rock slope, new guiderail, and new asphalt pavement – an estimated $564,000 infrastructure investment.

A posted detour will be in place using Route 2018 (Kirby-Garards Fort Road), Interstate 79, and Route 21 (Roy E. Furman Highway).

(For US 6 and US 15 BUS (Mansfield))  PennDOT - District 3 News: Construction Project Continues Next Week in Mansfield Borough, Tioga County

�Montoursville, PA – Motorists are advised a two-year bridge rehabilitation project continues next week on Routes 6 and 2005 (Main Street) in Tioga County.

The Week of Sunday, May 12
Night work will begin on Route 6 between North Academy Street and Railroad Street and on Main Street between East Main Street and Route 1002 (East Elmira Street).

Work includes utility relocation and drainage improvements. Motorists can expect single lane conditions with flagging where work is being performed. Work will be performed between the hours of 8:00 PM and 6:00 AM.

Work on the ADA ramps throughout the business district will continue. Work will be performed between the hours of 6:00 AM and 8:00 PM. There will be minimal impact to traffic while work is being performed at these locations.

Future Detour
A westbound detour for bridge work is anticipated to be in effect Monday, June 10, 2024, through mid-August 2024.  Eastbound traffic will continue to travel through the work zone. Work in the central business district will be completed during the overnight hours.

Glenn O. Hawbaker is the prime contractor for this $7.2 million mill and resurface project of Route 6 and Route 2005. Work on this project includes milling and resurfacing 0.5 miles of Route 6 between the Tioga River and Swan Street in Mansfield Borough and 3.8 miles of Route 2005 (Main Street) between Decker Street in Richmond Township and East Main Street in Mansfield Borough. Additional work includes drainage improvements, utility relocations, construction of ADA ramps, and rehabilitation and deck preservation of the bridge that carries Route 6 over the Tioga River in Mansfield Borough. Work on this project is anticipated to be completed in 2025 and includes a winter shut down.

Traffic between on S.R. 0021 (High Street) between S.R. 0019 (Richhill Street) and S.R. 0019 (Morris Street) is currently one way heading in a northbound direction. Upon the request of Waynesburg Borough the borough wanted to allow traffic to travel in a northbound and southbound direction between S.R. 0019 (Richhill Street) and S.R. 0019 (Morris Street) on S.R. 0021 (High Street). Traffic heading eastbound on S.R. 0021 (High Street) wanting to go southbound on S.R. 0019 (Green Street) will have to continue to make a right onto South Richhill Street and then will make a left onto to S.R. 0019 (Green Street) southbound. Traffic heading  eastbound on S.R. 0021 (High Street) wanting to go northbound on S.R. 0019 (Morris Street) will have to make a left onto S.R. 0019 (Morris Street)  northbound. The northwest quadrant at the intersection of S.R. 0019 (High Street) and S.R. 0021 (High Street) may need to be flattened to accommodate the left turning movements of trucks. Parking spaces on either one side or both sides of S.R. 0021 may need to be eliminated to accommodate traffic in a eastbound and westbound direction, and turning movements a the intersections. There is a Waynesburg Borough parking lot in the northwest quadrant at the intersection of S.R. 0021 (High Street) and S.R. 0019 (Morris Street) that may need parking spaces eliminated to accommodate parking spaces. Signing will have to be reconfigured due to the change in traffic directions.
