WISDOT budget strained? Why not eliminate these state highways

I-43 southwest of Milwaukee was originally built as WIS 15.  Since I-43 took over, WIS 15 was recommissioned as a new 4-lane state highway between I-41 and Greenville.  It also took over old US 45 between Greenville and New London.  The stretch of Wis 76 between Wis 96 and Greenville was transferred to local control and is now County GV.  The remaining 2 lane portion of WIS 15 is going to be upgraded to 4 lanes in the future, but the budget is pushing back the project.
I-43 south of Milwaukee is useless because you can take I-94 west to I-90 or I-94 east to Chicago.
I-43 south of Milwaukee goes to Beloit then I39/90 south to Rockford.

You need a better map.
I know that I-43 curves south into Beloit, but the road could be turned back into the counties and let them handle I-43.

How did this topic get turned into eliminating intestates?  I started this thread to talk about state highways that are lightly traveled and serve tiny communities under 1000 people, or have a parallel road close by.  Most of the roads I listed don't have paved shoulders and aren't maintained as well as the rest of the state highway system.

Wis 127 only carries 270 VPD at its west end

Wis 187 only has 440 VPD and County F that crosses Wis 187 has 660 VPD, so that road carries more than Wis 187.

Wis 107 between County J and County S only carries 180 VPD, which has to be one of the smallest traffic counts on the entire state highway system.

If that's the case, then there's probably not much in the way of savings to be had by removing them.

Yeah I just don't understand what is to be gained by removing them.
