Specifically, I'm looking for official vectors of the British Columbia provincial highway shield, the Quebec provincial highway shield and the Quebec Autoroute shield. For the latter two, I've found unofficial vector traces on Wikipedia.
I have come across a few Canadian MUTCD, but they don't seem to have any usable graphics in them.

I don't have them. I figure if someone wants to buy a Canadian shield from me, I'll just go to one of my close-up field photos. Somewhere I even have a photo of a 1970s BC shield that is made to English (as opposed to metric) specs!
Hmm... Do they not exist, then? I do know they are quite hard to find... I've never even found an official Quebec MUTCD, only ones for B.C. and a regional Toronto one.
BC MOTH used to have them online, but hid them. They are still retrievable through the Web Archive. I think the crown shields can be extracted from the OTM PDFs. Québec does have a MUTCD equivalent but it has to be paid for (print only, I think, though PDF updates are available by subscription). However, MTQ makes the vector traffic sign images (including shields) available for download. For everything except the MTQ stuff a PDF unlocker and content extraction capability may be necessary. YT, NT, AB, SK, MB, NB, NF, PE, NS . . . sorry.

I'm actually not really interested in any provinces outside of B.C., Quebec, Ontario and Prince Edward Island. The rest of the provinces use symbols I've found elsewhere.

Now if only they had something like that for B.C.
Wikipedia cannot have vectors of them because of weird copyright bullshit that the U.S. doesn't have to worry about. In the US the federal government releases everything to the public domain, including the MUTCD. In Canada, it retains something called "crown copyright" that only expires after 50 years or something like that. Basically, it's a pain in the ass.

I believe the current Quebec highway shields were designed in 1964, so in a few years, they'll be in the public domain?
As far as I know there are no official shield vectors available freely on the MTO website but like J N Winkler said you could extract a usable vector of the crowns from the OTM PDFs in the MTO online library.
Do you have a link to these OTM PDFs, for British Columbia? I found the shields I wanted for Quebec.

Sorry for any misunderstanding I actually meant the vectors for Ontario since you said you also wanted Ontario crowns too,
Anyways the OTM PDFS for Ontario are here:

you have to type in "Ontario Traffic Manual" in the search box to get the OTM PDFS and the shield vectors are in book 1.
As for BC the best I could find was this non vector PDF:

Thanks for the links. Really not that interested in Ontario, though. I was mainly looking for the Quebec highway shields which I did find about a week ago.

The site works, but when I fill my cart and go to download, nothing actually starts downloading. Isn't working in Safari, Firefox or IE. I'll try again later...
Try installing/updating/enabling Java. You (unfortunately) need it to download stuff there.
I got it to work. Tried it again this morning and it worked fine on all the browsers. Maybe I had a plug-in crash earlier or something. Anyway, got what I needed.
