Historic two-tone US route marker in Philadelphia

Check out this 1955 photo: looks like Philadelphia used a two-tone US route marker for US 1-13 along their shared segment.  Makes me wonder if they used colored shields along the standalone segments as well.  Anyone have more info about this?
