I recently moved to north OKC and now frequently use the Kilpatrick Turnpike. The busiest intersection in the OKC metro is Kilpatrick and Penn. AN EB to WB Texas turnaround was installed when the Kilpatrick was widened to 6 lanes but a corresponding WB to EB was not even though provision was made for one during the bridge rebuild. With the addition of the Chisholm Creek development, Main Event, and other activity on both sides of the frontage roads between Penn and Western, that missing turnaround is desperately needed. Same goes for the Kilpatrick at Meridian (WB to EB to get to the Mercy Hospital complex) where provision for one was also made. My question is: Who would be responsible for adding them, OTA or the City of OKC?

Seems debatable. The frontage roads in that area technically are local roads, and so would Pennsylvania Ave be, but then again it is an interchange area.
The overpass seems to have enough room underneath to install a westbound U-Turn lane.
