Isn't that the state next to Marland?

That sign would've been a candidate for the News Journal's weekly (I want to day Mondays in section B) "Fix It" feature highlighting defective signs, traffic control devices, curbs, etc., back in the day.  I don't know if TNJ's site (delawareonline.com) has that feature.  Being adverse to dealing with paywalls, I choose not to go to that site.

If the state had the plans correct and didn't yet sign off on inspection, the contractor would be at fault, so the state wouldn't be paying for it.

New Castle County - I-95 Rehabilitation Project Virtual Public Meeting on Tuesday, December 14, 2021

It's interesting DelDOT hasn't implemented or released details on these speed cameras that were approved on a trial basis for I-95 by the Legislature.  IIRC they were just going to utilize the contract for the red light cameras, so I can't imagine setup would take nearly six months now.

So what would be the ideal setup for the junction?

Got a visual?

nope.

I'm sure if one of the design-engineering-oriented folks were interested, they could draw up the concept and polish any gaps i overlooked. however, given how utterly impractical it would be from a budgetary perspective, i doubt it's worth the effort.

You forgot "no-worries-about-an-EIS".  You have Churchmans Marsh there. :)

TRAFFIC ALERT - New Castle County - Nighttime Closure of Northbound I-95 at Chapman Road Overpass

I imagine most will take Old Baltimore Pike rather than go all the way to US 40.

For truckers it's a little more complicated.  Eighteen-wheelers are prohibited on OBP west of DE 72.*  If truckers want to avoid going down to 40, they can take 896 *north* to DE 4 east to DE 72 south, go under 95 and then turn left onto OBP eastbound.

*Old Baltimore Pike is shoulderless almost the entire distance between DE 896 and DE 72, and goes over the 1920's(?) version of the historic Cooch's Bridge near where Delaware's only major battle of the War for Independence took place.

Ticketing starts at 13 MPH over the limit, per the FAQ.  Similar to Maryland, workers do not need to be present.  However, the first violation is a warning (like PA).

Sounds like these will be 24/7 unattended cameras, unlike other states
