If building a park over Interstate 95 would somewhat eliminate the "barrier" feeling the Interstate portrays, I would say go for it.

A cap over the interstate would be fantastic for those neighborhoods, I don't see it becoming a national park though. Their only referred precedent is the I-395 tunnel under the National Mall in DC, a completely unrelated set of circumstances. Hopefully the push for that pipe dream doesn't become a detriment to getting the project built in the first place.

Agreed.  A city park in Wilmington does not serve a national purpose.  Perhaps it can still qualify for some sort of federal funding (maybe DOT or Interior or something) but making it a national park is overboard.

I do have to say that Wilmington does make good use of the highway ROW now.  At least with the viaduct section, it does provide extra parking (which is common, many highway viaducts all over the country do that) and one section even has basketball courts under the highway.  A really good use of the space.  (I don't believe I've seen that anywhere else, but some quick internet research has found that it also exists under I-280 in San Francisco near Mission Creek Park and under I-695 in DC near Garfield Park).

But checking out the GSV's, the ones in Wilmington are far more "airy" than the other two.  Again, a clever use of the highway space for recreation.

A mystery to solve...

Delaware did not assign state route numbers until the late 1930s.  The 1930 and 1932 annual reports talk about the benefit of making an effort to do that.

However, this 1924 picture at the original US 13-113 split below Dover clearly shows State route No. 3 heading off to the right (with the DuPont Highway off to the left).

Annual reports back to 1917 are available at the Hathi library, but they don't mention route numbers of any kind. 

Anyone know what's happening here?

It looks like the internal reference route number for Governors Avenue / old US 13 through the entirety of Dover is 3, evidently the reference number was the same in the 1920's. I don't have an answer as to why someone was posting the reference route number as a guide in this specific location, this assembly could've been installed by Dover who likely didn't know what to sign future US 13 as.

I will say this was one "improvement" that wasn't. When this interchange was rebuilt, it had a sharper curve than before. Vehicles kept flying off the ramp as they were going too fast. That arrow was installed to encourage traffic to slow down.

Ah. Yeah, that sign was a result of what I mentioned. Part of the project was realigning the ramps for  US 13 North and South, but by doing so they created a more dangerous condition than what existed.

Here's how the area looks today (as of Sept. 2019).

IMHO, it would've been better to feature a downward-pointing arrow (below the sign legend) on that US 13 northbound ramp BGS over the right-lane.

I would imagine that having the warning right at the turn meant more slamming on brakes.  The thing I'm disappointed in is there is no advisory speed given.  That's the best indicator of how much you need to slow down. There used to be those 35 mph speed limit signs.  But a ramp advisory limit displayed earlier than the old speed limit signs would be preferable.

Yea 295 was a mess before the rebuild I'm glad they fixed many issues.

Now the next thing that will be a great help is the I-95-141-295 Merge, once that new wider lane opens up it should decongest the whole area.

Other options: 

95 South Exit 1B: 896 North, then use the Jersey-style jughandle at the 2nd light to Chestnut Hill Road to Otts Chapel Road, to 279 to 95

95 South Exit 1A: 896 South to Old Baltimore Pike to the roundabout for Muddy Road to 279.

95 South Exit 3: 273 East thru Univ of Delaware to 279.

Other selections available upon request.

I guess it is actually 273 West through Newark to 896 South to 279.

Honestly, I would prefer sticking with US 40 than dealing with Newark or the 279 construction at all, but option 2 does avoid the construction.

In terms of completely avoiding the construction, I've tried MD 279-Iron Hill Road-W Chestnut Hill Road-DE 896 a few times since the DE 279 project revved into high gear.  Less efficient going westbound, however, due to bollards preventing a direct left turn from Iron Hill Road onto MD 279 - you'd have to u-turn at the nearby MD 277 intersection.

I personally prefer Walsh Tract Rd. over Chestnut Hill. Its a direct left off of 896 and less hilly.

I came here to suggest this. I think it works better since they closed the direct left onto 279.
