My old 300D requires 1/400-500 with 35-55mm at ISO 100 (sunny day) or 200 (cloudy, dim, shaded) to get clear, close results. Sometimes the polarizer means I need to jump to ISO 200, if I'm at highway speeds. If I'm using something around 18-35mm, then sometimes I can get away with 1/60, but usually I prefer nothing faster than 1/200 to reduce blur. If I'm stopped, I've gone as slow as 1/10.
