I think they survived the island being submerged in Hurricane Ian, so I would say taxpayers got their money's worth.

I've seen a similar setup in some areas of Québec, on A-20. There's a shield without direction before an onramp and a full assembly after.

I think vdeane may have mentioned this before, but NY 352 through Elmira has reassurance signs galore from its split into a one-way couplet all the way to the east to NY 14:

I remember seeing that a lot, especially west of I-81.  It seems to be a practice that started in the 50s, as I remember seeing several NY Route markers back in the early 1970s with "NY" at the top in this configuration.  (First marker with directional banner, second marker, no banner).  I remember seeing installs as late as the late 1980s following the same approach (NY 60 south of Fredonia comes to mind).

The bigger sign farther up (https://maps.app.goo.gl/YNDQpUKfuh5tTRfr8) didn't used to be there, as it used to be just a sign with route shields: https://maps.app.goo.gl/Mu1Ks5d2xuSRTdUM6

So, back then it made sense to have that other separate sign with the city names only, but once they installed the bigger sign that contains both the route shields and cities on a single sign, they should have removed the sign with just the city names.

They should paint the sign alongside the text already on the road. Bright colors. You aren't missing it now. Better yet, throw some ahead signs below the already mounted signs for extra extra good measure. Not enough redundancy!
