What are the chances of a ballot measure in 2018? And if one is put to voters and passed, will it include funding for I-49 and I-57?

Can any poster fill out & submit the form, or is recognition of the responses limited to Arkansas residents? I.e., are you interested enough in observations from elsewhere to incorporate them into your calculi?
