Here's perhaps a start: how about moving the Facebook campus, with its several thousand employees? It's located at one of the worst choke points (Bayfront Expressway and Willow Road) along the Dumbarton corridor.

My two cents, having driven that corridor every day last summer, and doing so again this summer:

Use some of the Facebook land to construct an interchange for Bayfront/Willow (restore the rest to wetlands). Upgrade Willow between US-101 and Bayfront to full access-controlled expressway, then remove the University/Bayfront intersection.

On the other side, provide alternatives to I-880 for short/medium-range traffic. Upgrade Paseo Padre/Ardenwood/Union City Blvd. into full access-controlled expressway, perhaps even extend that onto Hesperian and Industrial (this is essentially the CA-61 corridor).

Re-open the Dubmarton rail bridge, then re-route either the Capitol Corridor or ACE over the bridge to Redwood City, then down the Caltrain corridor to San Jose.
