I-10 w/b drops from 75 miles per hour down to 35 miles per hour as you cross the Arizona/California border and approach the inspection station.

It looks like all traffic has to go through the inspection station? Why is that?

Wow. I can't believe I made it through more than 20 years of living without knowing this was a thing.

They've been doing this at all land crossings into CA for at least 75-80 years. How do I know that? Because they depict such an inspection station in the movie "The Grapes of Wrath", which premiered in 1940.

Arizona used to do it as well.  I know we passed through an inspection station crossing from New Mexico on I-10 in 1988.

Ag inspection stations are still a thing in Mexico, or at least they were fairly recently.  I've passed through one between Jalisco and Nayarit a few times in 2006.
Keep right except to pass.  Yes.  You.
Visit scenic Orleans County, NY!

Greenville northwest bypass drops from 70 to 55 on the north side.
That's not a state line...

I wonder if they could also be converted to customs stations if CA were to ever go independent

The one on I-10 probably could be, but most of them have at least one exit between the station and the border.  The one on I-80 in particular appears to be easy to bypass.

US 190 changes from 55 mph to 70 from Louisiana into Texas. I'm sure it increases to 75 soon after.

Highly theoretically, yes. They are all placed at locations where you have to encounter them in order to access the interior of the state; however, some are placed a several miles into CA. I guess if CA ever became independent, they would have a head start as far as that goes.  However, those little checkpoints would have to be expanded greatly to function as customs/immigration centers. They're more basic than that right now.
