MUTCD vs. Vienna Convention

I'm trying to understand more about the Vienna Convention on Road Signs and Signals, which many countries outside the U.S. use (https://en.wikipedia.org/wiki/Vienna_Convention_on_Road_Signs_and_Signals).  Is there a singular handbook for it, similar to the way the MUTCD is presented as a handbook, or do different countries develop their own handbooks?  I'm trying to form some opinions on which is better, in terms of flexibility, legibility, safety, and efficiency, but I'm having a hard time comprehending the Vienna Convention as a unified set of patterns.  (I hope this question hasn't been asked too many times before; I did some searching first.)

Thanks!  Honestly, as a document, the MUTCD is so much better laid out and easier to reference.  I'd like to be able to parse this without reading it from cover to cover, but I'll see what I can do.
