Notable things I've found include a set of plans for the "Bay Bridge Connector Highway", or what would have been US 301, between US 40 and I-95. There's also some linework for the unbuilt SR 72 connector between the north end of Paper Mill Road and Stoney Batter Road that I've never been able to find any history on.

As of Saturday, DE 30 signage has not been removed (at least along the DE 24 concurrency, seeing it there made it clear to me not to bother on the rest that is planned to be removed).

As of this past Sat 4/23, DE 30 signage still exists west of US 113.
Still present as of Sun 7/3, both west of US 113 AND US 13.  Was on North 13 and saw a “West 30”  sign for a left turn. 

Later I took DE 24 from Seaford over to pickup DE 26 to Dagsboro.  On Sat 7/1 I took DE 26 down to MD.  Can confirm still signed as 24/30.

The DE 30 truncation page on DelDOT's website shows sign removal as beginning in Summer 2022....

Yes, it was for the entire POW-MIA Pkwy/DE 15/Scarborough Rd corridor between the US 13 junctions.  The DE 8/DE 15 intersection project was mentioned as an existing project along the corridor, but this study is for improvements needed due to more future planned development along the corridor.  I did ask if there were any plans to change the routing of DE 15, and there are none at this time.

As for the POW/MIA Pkwy., looking at the median on Google Sat, it looks expandable to 4 lanes, at least as far down as Charles Polk Road.  Beyond there to US 13, might some ROW acquisition be necessary for expansion?

The article contains a link at the end to the DelDOT projects portal.  The link is s  l  o  w in downloading, at least for me.  I'd like to see if this bypass will be expandable to 4 lanes like the POW/MIA Parkway (which I forgot to mention I've driven four or five times).

(For DE 279)  TRAFFIC ALERT - New Castle County - New Traffic Pattern on Elkton Road

Hopefully this heralds the reopening of all lanes through here, this project has looked mostly finished for about a month or two now.

That seems to answer my question about expandability (or in this case, lack of such barring adding ROW and overcoming regulatory hurdles [look at Millsboro Pond]).  But it couldn't come too soon for Mountaire commuters and Long Neck/Pot-Nets vacationers.
