Nice. I was thinking it would be in Indiana, I actually forgot Michigan is in the brand-new Great Lakes and Ohio Valley forum region.

It looks like I-71 near the rest area east of Louisville before the road work started to widen that section.

That is correct!

I'm assuming this railroad overpass was part of an older road system... the highway seems to basically touch VA-632 (which I'm guessing used to be US-60) just before it, then widen out significantly to the east.

I-64 between Clifton Forge and Covington certainly shows its age with the narrow median and constrained right of way compared to the much obviously newer segments to the east and west of this. It looks like a limited access upgrade of a previously existing arterial alignment done in the 1950s or 1960s.
