I would have thought New England, too for the close proximity. You just about have to find states that don't sign every minor-mid sized city. Also, many of the states near my example in Tennessee have smaller capitals that aren't listed on a BGS- Jefferson City, Frankfort, Springfield.

The only other possibility might be an old Birmingham sign picture that still shows Nashville to get that, Atlanta, and Montgomery

Rock Island County, IL, uses letters and double letters for their county highway designations, but they put them in the same standard pentagon the rest of the state uses.

Don't know if this counts, but Harvey County, Kansas uses name and number in the same sign.
