Pro tip:  Don't just read the OP.  Also do a search feature within the thread for what you want to post.  That way, even if OSR had been mentioned 27 posts in, your search would immediately find it.

There's also the Colonial Parkway connecting Jamestown-Williamsburg-Yorktown in VA, though Wikipedia says it has an official designation of State Route 90003. I don't remember seeing a number when I lived in Tidewater several years back.

Michigan has the Capitol Loop. MDOT assigned it Connector 496 as an internal number.

Talking about some generic "blob" of things is moving the goalposts lightyears from the simple, minor phenomenon of ignoring the OP.  In fact, I'd say a good number of respondents on here have never made that mistake -- I'd go as far as betting on the majority, actually.

I believe it’s the city of Tulsa, and I’m fairly sure they also maintain the portion of the Gilcrease that is not SH 11.

Yes, the LL Tisdale Parkway is owned by the city of Tulsa. And the Gilcrease Expressway west of US 75 is also a local road. The Gilcrease Turnpike, which is under construction, is going to be OK 344.

I think the Cross-Island Parkway is only NYCDOT but it still has a reference route (907A).

The LaSalle Expressway near Niagara Falls doesn't have a signed route number (but it's reference route 951A)

There are various NYSDOT roads that don't have posted route numbers but the names are probably decided by the town, not the state

Fulbright Expressway in Fayetteville, AR.  Basically both of the ends of the old Fayetteville US-71 Bypass before the middle section became subsumed into what eventually became I-49 through Fayetteville.  Also the reason for the janky U-turn of I-49 on the north end where the Fulbright Expressway forks off to dump onto 71B south of the mall and Joyce Blvd.

The same works the other way around in MA, where portions of numbered roads are maintained by local DPWs, such as a section of MA 122 in Northbridge, with the north end and the south end.

A short section of the Ronald Reagan Hwy (also called the Cross-County Highway) near Cincinnati is unnumbered.   The rest of it is part of OH-126, but the westernmost leg is unnumbered.  When it was originally built (starting in the 1950s) it was all unnumbered and was called the Cross-County Highway, but when it was completed in the 1990s, 126 was rerouted from its previous alignment to the current routing.   That was about the same time when it was re-named the Ronald Reagan Highway.   Most people (at least my age) still call it Cross County.
