The Advanced Signal Appropriation Protocol or ASAP; a fictional traffic control algorithm meant to work with semi-actuated and fully actuated intersections. Basing the the parameters off of the intersection design parameters I've seen in ArDOT letting plans such as:

Parking
Fire Stations
Tracks
Buses
ADT

What other parameters would need to go into a traffic control algorithm?
