At SkyscraperCity, forum users are already not happy with the configuration of the Quezon Avenue offramp from northbound Skyway:

From Skyscrapercity: someone posted a link to this video (27 minutes in) showing how the narrow, ROW-limited design of the ramp from NB Skyway Stage 3 to Quezon Avenue/Araneta Avenue has resulted in already 40+ minute delays there:

Some ramp photos from September via Pinoy Joyride/dmitrivalencia -

Will be curious to see if the opening of other Skyway exits relieves the pressure on this one, as well as the eventual NLEX Connector interchange with Espana Boulevard in Sampaloc, which is the westward continuation of Quezon Avenue.

Video here concludes with showing light traffic at Quezon Avenue offramp, compared to the day before (probably as it is New Year's eve).  Does show the shoehorned configuration of the offramp towards Araneta Avenue.

Skyway video from Buendia onramp to Quezon Avenue offramp.  Off-peak hours so the backups at Quezon seen in other videos aren't there.   The short merge onto northbound Araneta Avenue is pretty apparent though!

Also shown in the video is increased speed enforcement on day 3 of the road's soft opening, about a kilometer south of the Quezon offramps.

One of the projects that San Miguel Corporation has proposed as part of the New Manila International Airport development is the Bataan-Bulacan Expressway.  Here's a map of the whole planned routing (including what San Miguel has named the Shoreline Expressway) that actually connects Bataan with the NLEX Harbor Link near Navotas:

Island 2 actually is located across from the peninsula that the airport itself is on, which is west of Bayan ng Obando.  Here's San Miguel's NMIA map that shows the BBEX/Shoreline route relative to the airport property and the proposed Skyway extension from Balintawak to NMIA:

Another northbound day drive of the Skyway, amusingly pointing out a lot of the signage issues this soft opening has (i.e. why Quirino has NO advanced signage, why the Skyway Ends sign at Buendia still is up, etc.)

In other videos someone asked about the structure being built right next to the northbound lanes of the Skyway in Paco; a commenter here states it may become a new SM mall (and probably the easiest mall to access from the Skyway after Cloverleaf and Cash and Carry).

Southbound drive along the existing C-5, showing some of the short ad hoc expressway segments that exist (particularly between Pasig and BGC) as well as the new viaduct being built for a proper elevated expressway just east of SLEX:
https://www.youtube.com/watch?v=xAYfum9zRgY

---

On Skyscrapercity some folks were discussing what needs to happen next after the opening of Skyway Stage 3, given that it does have some gaps in access provisions (i.e. no connection at all to C-5 going to Bonifacio Global City, and at present only one exit total southbound in Makati city limits).   So a closeup of San Miguel's NMIA/Metro Manila expressway plan shows the Manila/Makati/BGC area proposals more clearly.

By numbered label:

04. Skyway Stage 4/Southeast Metro Manila Expressway (SEMME)
WEST TERMINUS: Metro Manila Skyway, Taguig (at FTI complex)
EAST TERMINUS: C-6/Southeast Metro Manila Expressway continuation, via Pasig River Expressway

There has been some talk about the southernmost segment of SEMME essentially duplicating the same corridor as NLEX's planned C-5 Expressway, keeping in mind that C-5 between Skyway and Kalaayan Avenue is a lower-standard free expressway at the moment.  Not sure if these will eventually be combined into one project, or will be like the existing SLEX/Skyway dual freeway setup.  (Also see post after this showing San Miguel's planned semi-direcitonal T between Skyway and SEMME at the FTI complex)

08. Shoreline Expressway
NORTH TERMINUS: Bataan-Bulacan Expressway (BBEX) and planned Skyway Stage 3 northwest extension at New Manila International Airport, Bulacan
SOUTH TERMINUS: CAVITEX/NAIAX junction, Paranaque

essentially the same corridor (Roxas to R10) as what NLEX has actively proposed as the NLEX-CAVITEX Port Link Expressway.  From CAVITEX's northern terminus near the Mall of Asia all the way to the Navotas interchange where the NLEX Harbor Link currently terminates.  Allows drivers from the tourist areas along Roxas and towards Mall of Asia to get to New Manila International Airport and NLEX without even using the Skyway or most of the NLEX Connector.  I do wonder if this overall will improve access to Manila's historic downtown core of Binondo/Quiapo.

One difference in the proposals between NLEX and San Miguel is that NLEX's Port Link Expressway has a direct shot from Ermita to R10 at Anda Circle (thus the tunnel concepts they have), while San Miguel's concept is to have the Shoreline Expressway go inland along Padre Faura Street before continuing north on San Marcellino Street and the Ayala Bridge to the Pasig River Expressway.

09. Pasig River Expressway (PAREX)
WEST TERMINUS: Shoreline Expressway (Port Link Expressway) and Roxas Boulevard at Anda Circle, Intramuros, Manila
EAST TERMNINUS: C-6/Southeast Metro Manila Expressway, Napindan, Pasig

Oft-discussed in the summer, San Miguel has already gotten approvals for constructing this route in the near future.  West segment is from Anda Circle in Manila (at the proposed NLEX-CAVITEX Port Link Expressway along the Roxas corridor) east to the Nagtahan ramps off of Skyway Stage 3, east segment is from the Tomas Claudio interchange in Pandacan with Skyway Stage 3 and the under-construction NLEX Connector, southeast past Circuit Makati mall in the Pasig River itself to EDSA near Guadalupe MRT-3 station, then along the river to C-5 near the current Kalayaan Avenue junction, before following the river corridor to the Southeast Metro Manila Expressway/C-6 in southeast Pasig.

10. Quirino Extension of Skyway Stage 3
WEST TERMINUS: Shoreline Expressway (Port Link Expressway), Malate, Manila
EAST TERMINUS: Skyway Stage 3, Paco, Manila

This short spur is proposed to split from the Skyway Stage 3 where it bends to head south along Osmena Highway, then heading southwest directly on the Quirino right of way to a terminus at the Port Link Expressway in Manila's Malate district.  There's been some talk of making much of that Port Link Expressway underground given Roxas Boulevard's famous waterfront views and the presence of Rizal Park (Luneta) nearby in Ermita.  This route would provide a more direct trajectory for CAVITEX users to get to the northbound Skyway towards Santa Mesa and Balintawak, as opposed to the current usage of the NAIA Expressway's circuitous route to link CAVITEX and Skyway.

11 and 12. Buendia Extension of Skyway Stage 3 (in two parts)
WEST (SOUTH) TERMINUS:  CAVITEX/NAIAX junction, Paranaque
EAST TERMINUS: EDSA at Kalaayan Flyover, Makati

#11 is the "Buendia Extension" which runs west of the Skyway from western Makati towards Macapagal Boulevard in the Bay City area of Pasay, before continuing south along Macapagal (an 8-lane boulevard) to a planned link into the existing CAVITEX-NAIAX interchange!  Kinda extreme to essentially see this Buendia Extension expressway and the Shoreline/Port Link route parallel to each other by only 2 blocks between NAIAX and the Pasay Post Office, even if there is definitely a lot of traffic heading to the Mall of Asia from various points. (I can see a scenario where there is no junction built between Port Link/Buendia expressways)  Buendia Avenue west of the Skyway is a mere two-lane street for the first half mile (so right of way acquisition may be an issue here more so than a lot of the other route proposals), before widening back out to a full eight-lane boulevard for the rest of the westward corridor towards World Trade Center Manila (plenty of room for girders in the median without affecting at-grade street capacity, and room to put in ramps).

#12 would cover the Buendia Avenue segment that skirts the north end of Makati's Ayala CBD, with a terminus at EDSA at the Kalayaan Flyover - thus providing direct access from the north along Skyway Stage 3, to Bonifiacio Global City without having to use EDSA or surface streets!  Buendia (aka Gil Puyat Avenue) is a six lane urban boulevard with landscaped median between the Skyway and EDSA, and does pass through the heart of the old municipal/civic center district, Poblacion - with skyscrapers flanking both sides of the street, but especially near Ayala Avenue.  Hard to tell if there will be any room for ramps along the route between Skyway and EDSA, there may be some real estate near Ayala Avenue but that might also be in use for the Makati Subway project.  Also a bit of empty land at Malugay Street (just east of Ayala) and a large parking lot at the northwest corner of Buendia and Paseo De Roxas.

13. NAIA Expressway Extension to Lawton Avenue
WEST TERMINUS: Existing NAIAX/Skyway junction, Taguig
EAST TERMINUS: C-5 Expressway/Skyway Stage 4 at current McKinley Road intersection, Bonifacio Global City (Taguig)

Kind of included with the Southeast Metro Manila Expressway/C-6 project, this would extend the existing NAIA Expressway along Lawton Avenue (which several SkyscraperCity commenters have noted is being widened) to provide a second expressway into BGC after the existing C-5 route. Would also allow folks using the C-5 expressway to not have to backtrack on SLEX or surface roads to reach NAIA.

Approaching the Manila American Cemetary, the planned NAIAX extension leaves the Lawton Avenue alignment and would use Upper McKinley Road's corridor, passing next to the Venice Grand Canal Mall and McKinley Hill Village shopping center.  Upper McKinley is a six lane boulevard from Lawton east to Park Avenue, then a four-lane route to the C-5 intersection. At C-5, there is currently a Shell station and Shakey's with parking lot, and some right of way that could all be used for the planned NAIAX/Skyway Stage 4 junction.

15. NAIA Expressway Extension to EDSA Tramo
NORTH TERMINUS: EDSA/Tramo Street junction, Pasay
SOUTH TERMINUS: NAIAX near the Civil Aviation Authority of the Philippines headquarters building, Pasay

The main access road to the airport from EDSA right now is Tramo Street (aka Aurora Boulevard), a north-south surface road.  Currently EDSA westbound (southbound) from Magallanes towards Mall of Asia has a left-exit flyover to Tramo Street southbound, while eastbound EDSA essentially has a RIRO intersection, thus making this almost controlled-access but not quite.

South of the flyover, Tramo/Aurora is a 6 lane boulevard with a narrow ROW footprint.  Where Tramo currently ends at Andrews Avenue is a Shell station on the northeast corner, probably the only space where ramps to NAIA Expressway can even be built.

Scale model of the proposed Skyway junction with the Southeast Metro Manila Expressway at the FTI complex in Taguig.  Looking at San Miguel's map above, this may be the only access to C-5 from Skyway (while the C-5 Southlink Expressway currently already connects to SLEX as seen in the video in the previous post).

Article noting that the NLEX Connector will be partially open this year, from the Caloocan Interchange to Espana Boulevard in Manila's Sampaloc district (providing some relief for the underpowered Quezon Avenue ramps off the Skyway) -

https://malaya.com.ph/index.php/news_business/key-tollways-operational-this-year/
QuoteThe first section the NLEx Connector road, which runs from Grace Park, Caloocan City to España St., Sampaloc, Manila, will be operational this year. The second section -from España to the Polytechnic University of the Philippines — will be completed in 2022.

The P23.3-billion NLEX connector project is expected to divert at least 35,000 motorists daily from EDSA and C5.

This article below even optimistically suggests a December completion of the NLEX Connector all the way to Skyway Stage 3 in Pandacan:
https://www.philstar.com/business/2021/01/02/2067552/starting-year-right
QuoteSecretary Villar has said that Skyway Stage 3 is a critical component of the EDSA decongestion project, a masterplan composed of 25 projects. It will eventually be connected to the NLEX Harbor Link, which opened in 2020, via the NLEX-SLEX Connector in 2021. The latter is an eight-kilometer four-land toll expressway traversing the NLEX southbound route from the end of Segment 10 along C3 Road in Caloocan to PUP in Sta. Mesa, Manila. It is expected to divert at least 35,000 motorists daily from EDSA and C5.

The NLEX-SLEX Connector Road Project, which will connect to Skyway 3, traverses the PNR rail track and is a project of the MVP Group. According to DPWH, civil works for this project is targeted to be completed by December this year. It is expected to stimulate development in Manila, Caloocan, Malabon and Navotas and surrounding areas, decongest Metro Manila traffic, provide trucks with an alternative route and resolve truck-ban issues, provide better access to Manila ports and both NAIA and Clark airports, and complete the connection of NLEX and SLEX.

It will also reduce travel time from SLEX to NLEX from two hours to just 20 minutes, reduce travel time from Clark to Calamba from three hour to 1.4 hours, and improve connectivity between NAIA and Clark airports. Project concessionaire is NLEX Corp., which also operates NLEX and SCTEX.

https://www.skyscrapercity.com/threads/metro-manila-skyway.1492516/post-171390116

Google Maps (which still does not even show the 2019-present Skyway Stage 3 segment from Buendia to Paco, let alone the newly opened Paco-Balintawak stretch) shows heavy traffic in the Ortigas Center area, but otherwise moderate or light traffic elsewhere save for the northbound stretch at SM North EDSA & Trinoma malls in Quezon City and the northbound (westbound) portion in Balintawak heading to the cloverleaf with NLEX.

Ortigas Center is in a weird spot because even when all of the Skyway ramps are open, it still is too far to be logically accessible from the new expressway.  Looking at Google Maps, the C-5 arterial on the east side of Ortigas Center is free-flowing.  (In the future, the Pasig River Expressway should provide some form of connection to the Ortigas area, albeit indirect)

The official DPWH page on the Skyway mentions the ramps that are either in operation or under construction for Skyway Stage 3.  Some interesting tidbits here:

http://www.dpwh.gov.ph/dpwh/PPP/projs/mmss-3

QuoteRamps completed:

1.    RN1 — Northbound On-Ramp Buendia (Open to traffic)

2.    RS1 — Southbound Off-Ramp Buendia (Open to traffic)

3.    RN2' — Northbound Off-Ramp Osmeña~Quirino (Open to traffic)

4.    RS3"  — Southbound On-Ramp Plaza Dilao (Open to traffic)

·         Ramps ongoing construction:

1.    RN2 — Northbound On-Ramp Quirino

2.    RS3 — Southbound Off-Ramp Plaza Dilao

3.    RS3' — Southbound Off-Ramp United Nations

4.    RN3 — Northbound Off-Ramp Nagtahan

5.    RN3-1 — Northbound On-Ramp Nagtahan

6.    RS3-1 — Southbound Off-Ramp Nagtahan

7.    RN5 — Northbound On-Ramp Araneta

8.    RS5 — Southbound Off-Ramp Araneta

9.    RN6 — Northbound Off-Ramp Quezon Ave.

10.RS6 — Southbound Off-Ramp Quezon Ave.

11.RN7 — Northbound On-Ramp Talayan~Quezon Ave.

12.RS7 — Southbound Off-Ramp Talayan~Quezon Ave. (completed except asphalt overlay)

13.RN8 — Northbound Off-Ramp to C3

14.RS8 — Southbound On-Ramp from C3

15.RS8-1 — Southbound Off-Ramp to C3

16.RS9 — Southbound On-Ramp Balintawak/Ayala (with utilities obstruction)

17.RN9 — Northbound Off-Ramp Balintawak/Ayala

18.RN10 — Northbound Off-Ramp NLEX

19.RS10 — Southbound On-Ramp NLEX

·         Ramps under planning:

1.    RS2 — Southbound On-Ramp Quirino~Osmeña

2.    RN2"  — Northbound Off-Ramp Osmeña~Roxas Blvd.

3.    RN4 — Northbound On-Ramp Pandacan

4.    RS4 — Southbound Off-Ramp Pandacan

5.    RN4' — Northbound Off-Ramp Valenzuela St.

6.    RS4' — Southbound Off-Ramp Valenzuela St.

The intriguing ones on that list:

- Southbound to United Nations Avenue - will this be a brand new ramp or a split off the under-construction southbound Plaza Dilao/Quirino Avenue ramp?

- The "Araneta Avenue" ramps seem to correspond to the E. Rodriguez exit, looks like no northbound offramp.  (This may specifically be the onramp under construction at Araneta and Landargun in Quezon City)

- Is the Osmena-Roxas ramp listed essentially the planned Quirino Avenue Extension of the Skyway west towards the waterfront?

- The Valenzuela Street ramps are listed with the same ramp codes as the Pandacan ones (RN4, RS4).  Considering this is also where NLEX Connector is slated to have its south terminus, it seems as if access to Santa Mesa and western Mandaluyong will be achieved by auxiliary ramps off this interchange (i.e. what has been identified so far as the Tomas Claudio exit).

- Not sure when this webpage was last updated, as there is no mention of the Pasig River Expressway project which would itself have its own ramps off the Skyway for the eastern segment.  (The western segment would likely start at the Nagtahan ramps)

Huge development: For the first time in ages, the Metro Manila "coding" scheme (in which on commute days, people with certain license plate numbers cannot use local streets or EDSA, as a tactic to reduce rush hour congestion) has been rescinded, except in Makati.  Wonder how much of this is pandemic-related and how much of it is directly a result of traffic relief provided by Skyway Stage 3.

Dusk view of the Skyway going southbound from Balintawak.  Bit more traffic using the road at rush hour too, noticeably northbound at Balintawak and at the Quezon Avenue offramp (which continues to be a choke point for the new highway)

Subtle change that can be seen in this video too: the southbound exit that had been labeled as "Gil Puyat" since Stage 3 was first opened has since been re-labeled as "Buendia" for consistency with the northbound exit.  (NB: even though that street in Makati had been renamed Gil Puyat about 25-30 years ago, the original Buendia Avenue moniker is still in use and had been the name for the northbound Skyway exit for years).  Currently the southbound Buendia exit is also signed for Makati as a whole and as access to EDSA, even though that offramp is over 1.85 miles/2.968km north of EDSA!
