From the looks of it, it's probably in some housing development where the developers got "cute" to match the color scheme of the development.

Yes, sometimes developments and private business use nonstandard road signs to fit some sort of theme.  I think I've seen a green on white stop sign.

From the URL you provided: "Only on private property, Chris, like mall parking lots. State law prohibits private signage visible from public streets from copying standard road signs (i.e. no "Lockergnome Street" signs on your house). Blue is an odd choice, though, I admit. that is a very strange law in Hawaii!  I wonder why they don't allow private roads (which have the same functions as public roads, namely to convey motor vehicles) to use the same traffic control devices that drivers are used to!

blue is a very odd color.  I do like it, though.  Especially since everything else (font, layout, etc) is MUTCD standard.  I've also seen blue ONE WAY before (blue replacing black).  All I need to see now is a blue route shield.

As you may have seen in the highway number games, Alabama uses route signs with Blue replacing black for the Appalachian development corridors. 

Or did you mean a blue field on the sign like one of ctsignguy's prototype Connecticut replacement signs.

In one of my few posts on the roadgeek group I advocated that FHWA should distribute "MUTCD NON-CONFORMANT" stickers to roadgeeks in varying colors. If you spot a shitty private sign like this, tag it! Eventually due to multiple taggings the tackiness level will rise to the point that the owner will replace it with a sign that doesn't suck!
