Nothing in the rules states that it has to be a highway shield.  I'm perfectly fine with allowing it, as well as the Virginia State Secondary Route signs.

Regarding #2019: Everything is fine.  I kinda just let @formulanone do the talking since he was correct on what we should do.  Shields/symbols only; no text-based references to routes.  My only suggestion is to provide a link to the video you got the still image from, so we can be sure we've properly credited the original source.

2021 is next.

Am I correct also in assuming that the Virginia State Secondary signs are okay as well (not that they are commonly found or readily available photo-wise).

I reluctantly allowed those because, as I understand it, those routes aren't shown in any other way, shape, or form.  If those are the only way a route's number is presented or indicated, then those Virginia Secondary State Route signs are permitted.
