Lowest-numbered route you haven't been on

"Because everyone else is doing it," these are examples of roads with numbers below 28 that I've been on (only roads I've been the driver or pedestrian on), making 28 the lowest numbered route I've never been on.

Looks like 103 to me.  Can't confirm if I drove on the concurrency with VT 100 or not.

Got 102 in Maine :D.  NY 103 is quite nearby;  I'll snag it tonight!

There's no K-12 and I can't recall being on a Route 12 in any other state.

Strangely enough, I've made a Flickr album just for answering this exact question!  The lowest number I don't have represented in my sign photo collection is 112.  The only state around me with a 112 is Wisconsin, and it's way up by Lake Superior.

For California it is CA 19 as it is a very small highway that is almost entirely relinquished near Lakewood.  In Arizona AZ 24 was built after all I moved and I have yet to drive it.  Overall I have no idea but going through it in my head I got to the 200s without finding a gap in the numbers.  I'd speculate somewhere in the 300-400 range.

Depending on where the one in Michigan is, the one in Indiana might be closer.   
Indiana: counties 100%, highways 100%
Illinois: counties 100%, highways 61%
Michigan: counties 100%, highways 56%
Wisconsin: counties 86%, highways 23%

I think he's just being state specific for 19 and 24, but has driven a Route 19 and 24 in other states.

What's strange with Michigan is that we removed M-120 causing a gap in between Indiana's 120 and Ohio's 120 and put M-120 in another part of the state.

Geez I guess I have. I wasn't thinking of other states I might have to continue my post now lol. I had to look to see what street IL-38 used and I've been on the Roosevelt Road part of it.

Kind of makes sense that it is. Jackson is closer to just about anywhere in Ohio than South Bend.

For me, counting both ones I've driven and ones where I've been a passenger, it'd be 7.  There's plenty of Highway 7s around me--Oregon has one, as do Washington, Idaho, and California (and Nevada used to have one pre-US 93), but the closest I've come is passing by WA-7.  I have a few other low numbers (9, 13, 15-17) that are also on the list. I'm actually shockingly well-traveled on highways up in the 200s, in large part due to Oregon's numbering scheme, but that extends elsewhere as well.

154.    There is an Indiana 154 where I've passed through the intersection near Sullivan several times but never turned on; and a M-154 on Harsens Island and passed the "TO" sign along M-29 but didn't take the ferry over.
