Edited to clarify: Single-digit routes fall into the zero group.
For example, Indiana has:
US (0)6
US 12
US 20, 24, 27
US 30, 31, 33, 35, 36
US 40, 41
US 50, 52
I-64, I-65, I-69
I-70, I-74
I-80
I-90, I-94
How many other states have this?
I think Maryland has them all except for a 3:
US (0)1
US 11, 13, 15
US 29
- (next closest would be US 30 in Southern Pennsylvania)
US 40
US 50
I-68
I-70
I-81, I-83
I-95, I-97
2 states that miss 1 first digit:
Ohio misses a 1x
US (0)6
[no US or I-1x]
US 20, 21, 22, 23, 24, 25, 27
US 30, 33, 35, 36
US 40, 42
US 50, 52
US 62, 68
I-70, 71, 74, 75, 76, 77
I-80
I-90
Pennsylvania misses a 5x
US (0)1, 6
US 11, 13, 15, 19
US 20, 22
US 30
US 40
[no US or I- 5x]
US 62
I-70, 76, 78, 79

Yet, right next door West Virginia has all of them except a "9":
1: US-11, US-19
2: US-22
3: US-30, US-33, US-35

5: US-50, US-52
6: US-60, I-64
7: I-70, I-77, I-79

And yes, neither Maryland nor West Virginia have "0" routes (but those aren't technically 2dI and 2dUS :hmmm:).

Tennessee carries quite a number of US Routes, though.
0 - nope
1 - US 11, 19
2 - US 23, 25, I-24, I-26
3 - US 31
4 - US 41, 43, 45, I-40

9 - ...not north/east/south/west enough
Florida could be only
US 19
US 23 or 27
No US 3 starting for two digits
US 41
No US 5 starting.
No US 6 starting.
I-75
No US 8 starting.
Yeah US 92 and 98.
Two consecutive only
OH, if not mentioned has for zero US 6. No one routes though, but US 21-25. Then US 30, 33, and 35. Then US 40 and 42 followed by US 50 and 52. None in 6. I-70, 71, 74,75, 76, and 77. Then I-80 and last I-90.
Florida, as the OP wanted it:
0: US 1, I-4
1: I-10, US 19, US 19
2: US 23, US 27, US 29
4: US 41
7: I-75
9: I-95, US 90, US 92, US 98
So FL is missing 3, 5, 6, and 8. Not too great.
Georgia does better, missing only 3 and 6:
0: US 1
1: US 11, I-16, US 17, US 19
2: I-20, US 23, I-24, US 25, US 27, US 29
4: US 41

Interesting that Texas only made it to the top because of recently commissioned interstates, I-2 and I-14. Are there any others that wouldn't have made it as well as the did? North Carolina already had 4, 7, and 8 examples before their new additions.
iPhone
^ Texas would have had I-10 already to cover part of that…
Indiana and Illinois have been on that list forever, pretty much entirely because of Lake Michigan and a very-out-of-grid US 6. (Now why does that never bother anyone…)
Excuse me, I-95 does indeed count for DC! So it should move up a step on the table.

I had already accounted for I-95 for DC.
