The official site for the 134 cut and cover tunnel and park is known as Space 134: http://www.space134.net/. This site appears to be under the City of Glendale's Community Development Department (CDD).

QuoteThe Glendale "Space 134" project is a concept study for a "freeway cap park" over the 134 Freeway from Central Avenue to Glendale Avenue. The freeway cap park would connect the community to the City's civic, cultural, and business core through public open space and pedestrian and bike friendly trails. ...

The updated vision plan which would reestablish a connection between the residential neighborhoods north of the freeway and the downtown core through a cap park is described in the revised plan as being comprised of two parts, the Heart (Downtown Park) and the Soul (Neighborhood Park). The following resources were used to help form the latest version of the plan:

- public input received during several community outreach events
- technical recommendations for transit design, infrastructure and services
- a preliminary analysis of the possibilities for implementing and operating the proposed project, and its potential economic benefits

This plan will continue to evolve as the project undergoes more specialized technical studies, as further public input is received and as important questions are addressed relating to engineering, air quality, traffic and noise impacts among other things.

Three phases are provided in the plan over 20+ years depending on funding:
