Burlington County NJ to build a new Pony Truss

CR 616 is having a 1932 warren pony truss replaced with a new through truss in Pemberton NJ.

Reading the report, part of the reason of replacing the bridge is that it is functionally obsolete.  Then they are replacing the bridge with something geometrically identical.  Wouldn't the new bridge then be functionally obsolete from day 1?

No, the new bridge will have a higher weight limit, and be slightly wider. The current bridge is one of those that has to have a practical on site repair team there on a week to week basis at times.

So which is it?

Hanover Street Bridge, in Pemberton NJ, it will be a new steel through truss with a concrete/asphalt deck. Pony Truss

The terms are not contradictory.  A bridge is a through truss if the road deck lies in the middle or bottom of the truss (the former sometimes referred to as a half-through truss) rather than at the top of the truss.  A through truss is a pony truss if the sides of the truss are not connected at the top.  While it may be unnecessary to refer to a pony truss as a through truss (what other kind of pony truss bridge can there be?), it's not a contradiction in terms.
