I think the current arrangement works well.  And I do find these posts useful--in fact, I was looking through them earlier this week to try to find the project number (70-106 KA-4744-04) of the contract that resulted in replacement signs for I-70 in Topeka being shipped through Dayton, Ohio.  (I assume the Kansas City-based prime contractor outsourced the sign manufacturing from that far away because it was cheaper than relying on a closer source like Interstate SignWays in Little Rock, but I don't know if they were required to declare their subcontractors and suppliers, or if such declarations are online in a place we can access.)

Not to my knowledge. Incidentally, this contract was originally scheduled to let in July. Either the bids were rejected, no one made a bid, or KDOT pulled the letting at the last minute.

Does the state-maintained portion include the bridge over I-35? Because it's gotten pretty rough.

As an aside, I suggested to KDOT that they consider rebuilding that interchange into a DDI to help with rush hour traffic volumes. It should be relatively inexpensive, since it looks like there's sufficient room within the existing geometry for it without having to rebuild the bridge over I-35 or the viaduct over the railroad (said the guy who's not a highway engineer but played a lot of SimCity as a kid).
