The James E. "Billy" McKinney Highway is the portion of 285 between I-20 and the Cobb Cloverleaf (I-75 @ I-285).
The Bob A. Holmes Freeway is the portion of I-285 between I-85 and I-20 (SW side).
285 is also signed as the "Atlana Bypass" on the signs I've seen on I-85 North, south of 285, and I-75 South, north of 285.
I said that there were a few more honorary designations for 285, but I think those two are it (McKinney and Holmes). GDOT may've been able to do it because it's signed with S.R. 407, which is a state route.

Never heard that one. But I see supporting evidence on Wikipedia. Is it signed as such? Wiki just said "legislative designation" whatever that means.
I know the former East-West Tollway in Illinois is.

This is the sign:
The bottom states: "Designated by 1998 Legislature of Florida." The Legislature designates certain sections of roads, bridges, interchanges, etc after a person, people or group. Usually those are brown signs
