Light poles vs Signs

Although IMO the guide sign to the right here is not needed at this location, either the light pole should have never been placed where it is or the sign here placed in a different spot.

Wonder why that is, just a waste of extra money... And there is no sidewalk.

I've thought the same about these locations in Springfield, Virginia, ever since they took the signs off the overpass and erected gantries (images are from opposite sides of the same overpass):
