I just found this video on YouTube yesterday.  This film is a legacy of the Good Roads movement, and served to show the importance of modern road construction.  It was shot in Fairfax County, VA (renamed Clay in the film), and also one President Calvin Coolidge makes a cameo.

Great find! There is a real Clay County near here (across the Saint John's River via the West Beltway's Buckman Bridge and FL SR 16's Shands Bridge).
