Title: I-68 at US-219 Ghost ramps?

As I was traveling westbound on I-68, decelerating to exit for fuel at US-219, I saw what appeared to be an abandoned off ramp, maybe another one for an on ramp on the north side of I-68, just east of US-219.  Were these ramps once used, but replaced?  Or was this a partially constructed interchange that was never completed?
